The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from different nations. Significant resources is allocated on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, endure.

Political Considerations

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Existing Situation

Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
